I had this after a recent Windows update trying to install RSAT on Windows 10 after updating to the October 2020 Update Windows 10 20H2.
This occurs because Microsoft changed the way RSAT tools are installed from October 2020.

To install a Feature on Demand in Windows 10
- Hit Start and Type Apps
- Select Apps and Features
- Select Optional Features
- Click Add A Feature
- Tick the options you want, for example, search RSAT to find all the RSAT packages
- Click Install
